"Tagesthemen" und Klimaforschung

Die Journalistin Carolin Emcke hat im  ZEITmagazin eine Reportage über die "Tagesthemen" geschrieben, die sehr lesenswert ist und mich in vielem an die (Klima-) Wissenschaft erinnert. Die Analogie besteht zum einen darin, dass "die Wissenschaft" ähnlich wie "die Nachrichten" ein fester Bestandteil der öffentlichen Meinungsbildung in einer Demokratie ist. Wissenschaft produziert Nachrichten, Wissenschaft ist Nachricht und selbst Medium - und sei es in einem so banalen Sinn, dass jedes Klimainstitut heute seine eigene Pressestelle hat, die dafür sorgt, dass die Überschreitung eines Messwertes in der Arktis, die Veröffentlichung des IPCC oder ein Interview mit einem Klimaforscher eine größtmögliche Öffentlichkeit erfährt. Vor allem aber ist die Wissenschaft genauso wie die Tagesthemen ein Tanker der Meinungsbildung, ein Schlachtschiff - und in permanenter Gefahr, wie ein Fossil zu wirken und womöglich auch so zu senden.
Es sind die Ähnlichkeiten zu meinen eigenen Studien zur Produktion von Wissen in der Küsten- und Klimaforschung und zur  Klimafalle, die mich hier veranlassen, ein paar Punkte aus dieser Reportage über die "Tagesthemen" herauszugreifen, über die es sich lohnt, nachzudenken.

Was bedeutet die "Windernte" für das Klima?

Als Reaktion auf mein Interview im SPIEGEL gab es Fragen zur der Wirkung der Energieentnahme durch Windparks auf das Klima. Beide Personen, namentlich bekannt, sind nicht vom Fach, aber hochqualifiziert in ihren Umweltfragen nahestehenden Themen.

Skeptics: an endangered species in Germany?

In 2011, a research group from the University of Hamburg conducted a general population survey in Germany in which they "looked for systematic linkages between public climate-change skepticism on one hand, and energy preferences and political participation on the other." The results are the following:
Our results indicate that climate-change skepticism has not diffused widely in Germany, but that it correlates with less support of renewable energy sources. However, skepticism correlates negatively with political participation, and there is no strong political outlet for public climate-change skepticism in Germany.

Unfortunately, the article "Public climate-change skepticism, energy preferences and political participation" by Engels, Hüther, Schäfer & Held is hidden behind a paywall, but here you find the abstract.  Spiegel-online reports on this study and points to the difference between the clear feature and prominence of skeptics in the US and those in Germany, where they show no clear profile and where we have only a few "total deniers". According to the researchers, this might indicate that the "Energiewende" will not meet great resistance, at least not from the skeptics. Does this mean that Klimazwiebel is one of the last resorts where  free-ranging skeptics can be observed and listened to? Wow.

"Ich war noch nie Kanzlerin": Spiegel Interview mit Hans von Storch

10 Jahre nach dem legendären "Wir werden das wuppen" Interview und kurz nach der ausführlichen Besprechung der Klimafalle präsentiert der Spiegel in seiner heutigen Print Ausgabe ein neues Gespräch mit Hans von Storch unter dem Titel: "Wir stehen vor einem Rätsel" und dem Untertitel: „Seit 15 Jahren steigen die Temperaturen nicht mehr an. Sollte die globale Erwärmung weitere 5 Jahre pausieren, sagt der Klimaforscher Hans von Storch, stecke in den Modellen ein fundamentaler Fehler – und die Vorhersagen müssten korrigiert werden."
Wie vor 10Jahren sind es wieder Olaf Stampf und Gerald Traufetter, die HvStorch zu seiner Sicht des aktuellen Stands der Klimadebatte befragen.

Deutschland im Sommer 2013: Klimawandel, Hochwasser und ein Manifest


Die Debatte über das Hochwasser weist Anzeichen auf, dass der Klimawandel längst in der Mitte der Gesellschaft angekommen ist und zusammen mit der Energiewende ganz oben auf der Liste der Sorgen vieler Menschen hierzulande steht. Vor diesem Hintergrund fiel mir das Generationenmanifest auf, das eine Gruppe von deutschen Prominenten verfasst und diese Woche  in DIE ZEIT als ganzseitige Anzeige veröffentlicht hat. Rot gerahmt, setzt die Anzeige ganz auf die Kraft des Wortes, in der online Version gibt es dann auch Bilder und weitere Informationen.
Wer spricht?

Wir sind die Bürgerinnen und Bürger dieses Landes.
Wir sind die Politik. Wir sind die Wirtschaft.
Wir sind jung und alt, arm und reich, mächtig und ohnmächtig,
Väter, Mütter, Söhne, Töchter, Enkel und Großeltern.
Wir machen uns Sorgen. Große Sorgen.
Und das unabhängig von der Farbe unserer politischen Überzeugungen.

Fett gedruckt setzt sich das Manifest von dem Begriff "alternativlos" ab, der zu einem Chiffre für die Politik der Merkel-Regierung geworden ist. Statt dessen wird ausdrücklich ein Dialog und ein grundsätzlicher Wandel in Wirtschaft, Gesellschaft und Politik eingefordert. Die zentralen Begriffe sind Nachhaltigkeit und generationenübergreifende Gerechtigkeit, das Manifest gliedert sich in Warnungen und Forderungen. An vorderster Stelle der Sorgen steht der Klimwandel:

Divorce? Lovers finally stumble across boundary object which once kept them together!

This is a short story of love and divorce between two once promising partners, as told by Oliver Geden, senior research fellow from the German Institute for International and Security Affairs on the Political Science blog in the Guardian. Here we go:

It's no secret that climate science has a hot affair with politics. What keeps them together is a so-called boundary object, the magical 2 degree target:
 For almost two decades, the 2°C target has served as a common reference point for climate policy and climate science, as a "boundary object" that allows these two different spheres to communicate and interact productively.

 As it is common in modern relationships, each of the partners makes different use of the magical object:
In climate policy, the 2°C target has served primarily as a prominent symbol of the orientation toward an ambitious emissions mitigation agenda. In climate science, the target is used as the basis for complex calculations, especially to determine target-compatible carbon budgets and emissions reduction paths.

But now it is highly probable that it comes to a divorce. Once you start to negotiate the non-negotiable, the magic is gone. No more cross-dressing, no more scientification of politics, no more politicization of science. Instead, once the promise is broken, politics will be politics and science will be science. That's the way it goes, everybody knows...

And is there a moral to the story? Kind of. The senior policy advisor has some good advice for the scientific policy advisors:
 In the near future, scientific policy advisors will have to carefully re-examine their role. When appearing in the media or before parliamentary committees, they should not attempt to distill the enormous volume and range of climate research into explicit demands for political action. Rather, they should restrict themselves to presenting the conditions and consequences of specific policy alternatives (pdf).

Vb and climate change

A discussion has started about the link between the Central European floods caused by the weather type Vb and climate change.  In this case, we have a scientific analysis, dated last year, assessing exactly this point (thanks to Oliver Bothe for pointing to this abstract). As often in climate science, models display clear deficiencies when simulating some aspects of the present climate, especially at smaller spatial  scales. This model, in particular, produces 2-3 times more Vb situations as in the observations. It also predicts less Vb's in the future, albeit linked to stronger precipitation.
The late winter and spring have not been particularly warm in Europe. In the UK , spring has been the coldest in the last 50 years, and we are awaiting the ranking by the German Weather Service At first sight, it would seem odd to link the recent Vb to global warming, although perhaps Vb's pick up their moisture further south.
